Abstract
To improve the performance of public sector schools in province Sindh, Pakistan, EMO (Education Management Organisation) Model was introduced in 2014. Through this model public and private staff work together through a concession agreement for ten years. At leadership roles, headmaster is appointed by the Government and school coordinator is appointed by EMO. This study explores how the school leaders work in a joint leadership role to perform the key functions to improve the school performance. Researcher used the distributed leadership as an analytical tool to explore this joint leadership to see how the school leaders distribute the leadership roles of leading and managing. Data was collected through semi structured interviews with headmaster, school coordinator, EMO & PPP Node representative, Independent Expert and focus group discussions were carried out with the teachers, students and parents and community. The study indicated that the nature of joint leadership was found to be a forced partnership between the school leaders. Roles of leading and managing the school are distributed on the basis of crises between the school leaders instead of a plan distribution of activities on the basis of design. School leaders’ roles are designed by two different organisations without any collaboration that forms the basis for the forced partnership between the school leaders instead of their willingness. Gray areas regarding the job description, qualification and professional development of school leaders creates the conflicts at the school which results in the disturbed performance of the school. There exists two parallel system and reporting lines for the school leaders with two different organisations at the school level where interaction takes place between the leaders, followers, and their situation. It invites the role of PPP Node to address the gray areas in the concession agreement by adding the job description and qualification of the school leaders along with the line of communications. EMO Model has improved the administration of the school, keeping the school functional, and building the trust of the community to consider the Government School for the education of their children. Whereas, considering learning and teaching as a core work of the school, there is a need to improve the school performance, by designing the roles of the school leaders to make a focused attempt to improve the students’ performance.
